After the Summer ’25 Release Connected Apps have to be manually enabled from the External Client App Settings.
Click on Setup from the top right gear icon in Salesforce.
From here click on Apps > External Client Apps > Settings
OR you can directly search Settings in the Quick find search box.
You can now create Connected Apps using the interface you already know.
